Tripping on the Steps of Parliament House

Greg Kasarik will be tripping on the steps of Victoria’s parliament house tomorrow from midday to protest for the rights of all Victorians to legally use Transcendent Compounds for spiritual and religious purposes.

Greg is making an important stand for religious freedom. He is bringing the public’s attention to a lesser understood and acknowledged reason for using psychoactive substances – to gain personal and spiritual insight, and to better understand where we come from and why we are here.

The text below is lifted from Greg’s Facebook event:

At midday on Wednesday 28 November, in celebration of completing two weeks of Hunger Strike 2012, Greg Kasarik will be taking a tab of LSD on the steps of Victoria’s Parliament House.

At the commencement of his Hunger Strike Greg had a last lunch of magic mushrooms.

Despite sending out a press release to the television and newspaper news outlets and forwarding a copy to the Premier’s office, cleverly entitled “Mystic Man to Munch Magic Mushrooms in Melbourne’s Marvellous Mall”, precisely nobody turned up.

No media. No Government and certainly no police. This (along with their heroic efforts at pretending we don’t exist: www.kasarik.com/Government-Correspondence.php) tells me that the Victorian Government knows they don’t have a leg to stand on and that they’d rather simply hope that we all went away.

This is not going to happen and to up the ante a bit, I will be re-enacting my odyssey in the Mall, but this time with a single tab of LSD.

Will anybody care? Will anybody notice? Will the police tazer me to death, or just tell me that my puppy and I can’t sit on the steps after all? Come along and find out!

This isn’t a rally, or anything, as I am doing this as a private citizen and Saasha is doing it as a private dog, but if several thousand people happen to drop by unexpectedly, I certainly won’t complain. 🙂 Feel free to invite anyone who might be interested.

I mean, what else is there to do now university is over for the year?

If you do decide to come along, I’d ask that you dress nicely, cover any tatts and do your best to look presentable in the public eye and behave politely at all times (even if the police do get aggressive). If anything does happen, you can guarantee that the media will be there to observe.

More Silk Road

Over the last 7 days, Silk Road has been in the Australian news media again, with an announcement last Friday by the AFP that they had arrested 20 people as part of an ongoing operation targeting drugs sent through the post.

Last week I really enjoyed being the guest on RRR’s Byte Into It, a weekly technology program. And earlier this week I was one of a number of experts involved in Hack’s story on drugs in the mail: they also interviewed representatives from the AFP, Customs and Australia Post, as well as Australians who had received drugs via post.

Next week I’ll be presenting at the ISSDP conference (International Society for the Study of Drug Policy) in Canterbury, Kent, UK. I’m looking forward to being immersed in a more international perspective on drug policy issues as well as being able to meet face-to-face so many researchers that I’ve only ever read or emailed!

The drug’s in the mail

Last week was a week of firsts for me: first time mentioned in The Age, first time a photo of me was printed in The Age, first time I have spoken on radio (3AW) and first time I’ve appeared on national television (The Project, Network Ten). As regular readers of this blog will know, I’ve done a bit of media training but haven’t had much of a chance to put it into practice. Now at least I’ve done these things once, I’ll have a better chance of preparing and understanding what’s required for next time 🙂

Journalists who tackle drug stories often get a bad rap – they are often accused of sensationalist, one-sided reporting. I want to congratulate the journalists I worked with on these stories as I feel they represented my views accurately. While there is always a dose more ‘drama’ in these stories than I am comfortable with, I don’t think these stories were over sensationalised and they were largely accurate in their reporting. So, thanks to the journalists involved. Looking forward to working with you again in future.

Making academic knowledge media friendly

I attended a 2 day seminar last week run by the Centre for Research Excellence into Injecting Drug Use (CREIDU, or ‘cree-du’). The centre was launched mid-2011 and is based at the Burnet Institute, Melbourne. Day one focused on how to deal with the media. Day two focused on translating research into policy, and was run by the Drug Policy Modelling Program (DPMP). The program was an excellent mix of perspectives and practice. For my own benefit and for anyone else who is reading, I thought it would be useful to summarise what I learnt from the workshop.

Tracy Parish, Deputy Head of Public Affairs and Communications at Burnet, showed us this video (an advert for The Guardian) to illustrate how stories can spiral outwards in our contemporary media landscape:

We got a good sense of the journalist’s perseptive on science/academics. The journalist’s role is to ‘decipher complex issues’. They need to synthesise information into small digestible chunks and usually they need to do this to a hard deadline. Journalists need news that hooks the reader in. Why should the reader care about our academic findings? We need to have a solid answer to this question prior to engaging the media on our issue.

A great tool for seeing whether we can front the media effectively is the dinner party test – can you fascinate a group of non-specialists with a short story about what you do? Or do they back away as soon as you utter your first sentence? Why should your parents’ friends care about what you do? What connection would they make with your work?

I really enjoyed the presentation by Jon Faine, Radio presenter of the ABC morning show in Victoria. His presentation style was captivating which I think illustrated his main point, that you are performing when you engage with the media and you need to tell a good story. He also noted that ‘the media’ is often described as one monolithic entity, but that commercial and non-commercial media have completely different mandates and practices which we should be aware of when we choose who to engage with and how. Regardless of what kind of media we are talking about, Jon’s message of ‘head, heart, hip’ is important – if the story can’t be directly related to the head, heart or hip pocket of the audience, it’s not a compelling story.

For the rest of this post, I’m simply going to list the tips I wrote down from the entire day – which came from a number of diverse speakers and audience members.

When dealing with the media, academics should…

  • tell a good anecdote because this will engage the audience (allowing them to ‘paint a picture’ of the issue)
  • avoid statistics although simple numbers/proportions are compelling if they are limited in number and go to the core of the issue
  • don’t assume any prior knowledge – this can be difficult for academics who mainly socialise with other academics, but think about the dinner party test (I was thinking about times when I found myself talking to my parents’ neighbours about my phd!)
  • use the word ‘you’ and ‘your’, eg. in your workplace, in your family, in your community (why should the audience care about this story if it does not relate directly to them?)
  • if you are taking a purely ‘evidence-based’ approach and are asked your personal opinion, you can say that you have an opinion but that it doesn’t matter because your role is only to provide the evidence (further discussion occurred regarding advocacy positioning)
  • stick to your stance and if the journalist continues to push against you, suggest they go to another organisation and if you know of a suitable one, name them
  • never say just ‘yes’ or ‘no’, the journalist is looking for quotes so you need to speak in sentences
  • you can say no to a request from the media – it is good to remember that journalists need content to survive and that you are actually helping them to do their job, so you can be in charge of it – whether to do it in the first place, where to do it, when to do it, etc.

Specific advice for when you are preparing for or engaged in a phone interview with a journalist (eg. for newspaper):

  • Ask how long the interview will be? Remember you are likely only to be quoted for one sentence or two at the most so you need to prepare those messages.
  • Prepare a cheat sheet of 1-3 messages and any numbers/facts you need to get right
  • Research the journalist and publication if you don’t already know them well. What other pieces has this journalist written/produced? What standard of work are they associated with?
  • It was suggested that you should ensure the journalist understands that if they are not prepared to show you the article prior to publication, you are not prepared to allow them to use your name. I have personally found that journalists feel this request questions their integrity and their ability to do their job, and can get defensive, so I’m not sure whether this request is appropriate in practice. The best solution to this problem is probably around cultivating long-term relationships with journalists (see below).
  • Stand up! Wear heals/more formal clothing – find a place that is less familiar than your office to conduct the phone call. These actions help you to remember during the interview that this is not a casual conversation, this is a formal performance. It is easy to lapse into casual conversation which is when you are most likely to sway away from your defined role in this process.

Advice for managing your overall engagement with media:

  • Jon Faine described the OMDB (Over My Dead Body) list. If a journalist does the wrong thing by you, don’t deal with them again. Have a white list and a black list which you cultivate over time. Don’t reward bad behaviour.
  • Cultivate long-term relationships with journalists and media organisations. Doing this reduces your chances of being misquoted or misrepresented because the journalist will value their relationship with you and not want to jeopardise it if possible. It means you have a list of people to go to when you do have a story you think is newsworthy who you are not ‘cold-calling’.
  • During your academic research, be on the look out for good visual opportunities – video or image – and record them as you go. These can be used later for media engagements. If you provide visuals, you are more likely to reach a television audience – without visuals, you are limited to radio and newspapers.

Conferences

  • Some journalists read conference abstracts and may follow up with academics from this material. While this practice may not be commonplace, it is therefore good practice to ensure that conference abstracts are not only written for the academic community but also contain media friendly messages – assuming you want to attract media attention to your story (you don’t always want this!).
  • Approach the media liaison at a conference and introduce yourself to them.

Alternatives to media engagement

  • Write it yourself as an opinion piece – this way you can’t be misquoted or misrepresented

The final message? You need to first decide whether you want to be an academic that engages with the media. If you don’t want to, you need to communicate your findings to someone who will do it for you. If you do want to engage, you need to commit to learning how to do it well. This takes a regular time commitment and needs to be factored into your job timelines. It may mean that one less academic paper gets written per annum or it may mean the media-engaged researcher has to do more overtime. A major problem the workshop identified was that academics don’t get rewarded adequately for community engagement. Will the media-engaged researcher with slightly less academic publications win a fellowship over the media-disengaged researcher with slightly more academic publications? I hope that public impact count for something and I think it should definitely count for more than it does now.

Should academics engage with the media? Even if they will sometimes get it wrong (or oftentimes get it wrong depending on who you ask)? I say yes, we must. When it comes to evidence-based drug policy, we have an obligation to make our evidence appealing to the public. Public opinion matters more and more in terms of what policies governments are prepared to implement. If we can’t persuade governments, we may need to take on public opinion to have an impact on drug policy.

Drug policy in a digitally networked world

I presented on this topic at the Drug Policy Modelling Program symposium held in Sydney on Friday 16 March. I elaborate on two examples of ways in which drug policy is challenged in an internet-saturated context: emerging psychoactive drugs (e.g., synthetic cannabinoids) and online anonymous drug marketplaces (e.g., Silk Road). The irony of publicity on Kronic publicity

This blog managed to get into the Melbourne mX today in the story ‘Kronic case of publicity’ on p. 5. The irony is that the story is actually an example itself of what Stephen Bright and I were talking about in our earlier post: mentions of Kronic by mainstream media fuels public interest in Kronic as shown by Google Trends data, where spikes in searches for related terms match with the pattern of major news articles on the topic.

Embracing interactivity and openness: Drugs 2.0

Last Friday, I had the pleasure of attending a presentation by Ray Stephens of Moreland Hall. Ray spoke about ‘Using Web 2.0 to engage with clients and reduce drug-related harm’.

Web 2.0 is an interactive, immersive network where participants consume and create content and connections. Young people, arguably the target group of much alcohol and other drug ‘interventions’, are primarily using the internet to source health information. Online networks facilitated through web 2.0 allow people to collaborate, gather and distribution information. Illicit drug use is no exception to this trend!

Ray argues that web 2.0 is where alcohol and other drug treatment services need to be focusing their attention if they want to capture the attention of the majority of young people who already use these online networks to discussion drug use.

The examples of online engagement in the AOD field that Ray reviewed were websites with comment facilities (like Somazone), websites that host multiple blogs (like Between the Lines) and Moreland Hall’s website Bluebelly, which is pushing the boundaries in its use of wiki articles and forthcoming feature film.

From the audience, we discovered the innovative work currently underway at the Burnet Institute using Facebook. The Queer as F**k project follows the lives of 5 fictional gay men who live together in a share house in Melbourne. The characters have their own facebook pages and interact together on the site. The main action occurs in short film clip episodes uploaded to youtube and disseminated through the facebook page. Health and social issues are introduced through the films and online interaction.

Chris Raine, founder of Hello Sunday Morning was also in the audience and had a chat to me after the show. HSM is a collective of bloggers who have taken 3, 6 or 12 months off drinking to examine why they drink and develop a new relationship with alcohol. Hello Sunday Morning uses similar logic to Queer as F**k: people who follow the experience of these individuals and interact with them will be engaged and more open to learning and experimenting with their own behaviour change. The difference is that the HSM people are real, whereas the Queer as F**k characters are fictional. There is something particularly appealing about HSM bloggers being real.

Alongside the importance of using web 2.0 to engage with people about drug issues, Ray also argued for the opening up of AOD workplaces to web 2.0. How can people who work in this field become familiar with web 2.0 when much of it is blocked by our organisation’s firewalls? How can innovation be stimulated in organisations where facebook, youtube and twitter are seen as not work related?

Ray ended his presentation with a great list of 10 reasons why we should embrace web 2.0 in the AOD field:

1. Source of information
2. Brand awareness, credibility
3. Networking and partnership development
4. Provide treatment to people we will never see
5. It’s engaging (and fun?)
6. Encourage opportunities for users to have a voice
7. Extend your staff’s working hours
8. Free (…ish)
9. ‘They’ are already using it
10. It’s not going away

What I love about this list is that it reads so much like why people should embrace the harm reduction approach to drug use. Essentially, people are using web 2.0 and it isn’t going anywhere, so we need to learn how to use it wisely and well, instead of the zero tolerance approach of ignoring it in the hope that it might be a passing phase. Hopefully more alcohol and other drug agencies will modernise their social media policies and embrace interactivity and openness through web 2.0. All they have to lose is their fear 🙂

Mephedrone / 4-MMC

‘Meow’ trance victim! A deadly designer drug dubbed Britain’s new ecstasy has sent a man into a psychotic “trance-like” state in the first known case in Melbourne.

When I read this on the front page of the mX (11/3/2010), I knew the moral panic had officially begun. Since then Australia has seen an hour-long ‘investigation’ into the new ‘killer drug’ mephedrone on A Current Affair, with another investigation by Steve Cannane due to air on ABC’s Lateline tonight.

Firstly, what exactly is mephedrone or 4-MMC? And why are people talking about a drug called ‘meow meow’ and ‘plant food’? According to a selection of key information compiled at Bluelight, the full name for this drug is 4-Methylmethcathinone or 4-MMC. The ‘meow meow’ may refer to MM-CAT, another shortening of MethylMethCAThinone. While Australian law prohibits cathinones and any cathinone analogues, including mephedrone, the UK is in the midst of a political struggle to schedule and ban 4-MMC which is currently a legal substance, although it must be marketed as not for human consumption to get around standard regulations of consumable products.

For those who have studied the history of new drug panics, this treatment has a familiar ring to it. Like MDMA (‘ecstasy’), methamphetamine (‘ice’), and GHB (‘fantasy’) before it, 4-MMC (also with the classy so-called street name ‘meow meow’) is a menacing danger that needs to be stopped using the legal system. 4-MMC has been marketed as plant food, like other ‘new’ drugs that have made headlines in the last decade that were labelled research chemicals and incense to avoid regulations associated with food and drugs.

What has become obvious to observers in this case in Australia is that as supply reduction measures tighten and actually influence drug markets for known illegal drugs like MDMA, demand for MDMA is left unmet. It is not surprising that new synthetic drugs are created, manufactured and marketed to meet this demand. While Australia’s analogue laws mean that most new synthetic drugs are likely to be illegal, it still takes time for the police and customs to determine this – and in that time, new drugs enter the market. We will always be playing catch-up. The question I ask is whether we do more harm by perpetuating new and less studied drugs, one after another, than we would do if we regulated the supply of known drugs, even with their harms.

Furthermore, having a sharp divide between illegal and legal drugs can provide people with a false sense of security when they believe a drug is ‘legal’. Pharmaceutical drugs, ‘legal highs’ and other drugs on the margins of legality such as new analogue drugs may be perceived as less dangerous than known illicit drugs. This misplaced sense of security may be stronger among people who don’t take illicit drugs and who haven’t been exposed to them, because they are more likely to actually believe the scare campaigns in the public discourse. For example, posters warn Australians against using ecstasy or speed due it being made in ‘backyard labs’, yet this image contrasts with the imagined pristine lab in a pharmaceutical company or the scientific lab where a drug like 4-MMC/mephedrone could be made. This is surely an unintended consequence of singling out cannabis, ecstasy and methamphetamine in anti-drug campaigns, and an unintended consequence of prohibition itself.

The situation with mephedrone is a little different in the UK, where there are no analogue laws and the drug is freely available although this is likely to change as the UK government looks to include mephedrone in Schedule B. Max Pemberton from the Guardian wrote an article entitled “I took mephedrone and I liked it”, where he said:

I do not doubt that mephedrone will be made illegal, and this is probably a very sensible course of action if we want people to be as risk averse as possible. But what must be appreciated is that as soon as it is, it’s only a matter of time before another substance appears, creating the same problems all over again.

Professor David Nutt, who was sacked from the UK drug advisory board last year for speaking his mind about the inconsistency of drug scheduling in the UK, believes that regulating mephedrone alongside MDMA would be safer than imposing the current system of prohibition.

I urge the UK and Australia to consider not only the situation of this new entrant, 4-MMC/Mephedrone, but to the other new synthetic drugs that have been in its place and will be in its place should our system of prohibition remain the same. Let’s look carefully at the whole system, rather than running around after ourselves over and over again when history repeats itself.
